Telecommunications Info-Tech - Regulatory Bodies & Rulings DoT setting up another panel on spectrum allocation Our Bureau New Delhi, Dec 20 The Department of Telecom will set up a new committee to decide on the right method of allocating additional spectrum to existing mobile operators. The move follows a recommendation by the panel headed by Additional Secretary Mr R Bandhopadhyay. The panel had said that subscriber-based allocation was not a robust method in the long-term and the Government could consider a combination of auction and subscriber linked spectrum distribution. Meanwhile, the GSM operators including Bharti Airtel, Vodafone Essar, Spice and Idea Cellular have decided to file a petition in the High Court against the decision of the telecom tribunal not to grant a stay on allocation of fresh spectrum to new players. The Cellular Operators Association of India has served a legal notice to the Government informing about their intention. The tribunal had refused to grant a stay and allowed the Government to proceed with spectrum allocation to new players even as it heard the petition filed by the GSM operators. However, GSM operators are concerned that without a stay on the proceedings the Government could go ahead and issue spectrum.
