‘Set deadline to get voluntary CAS rolling’

New Delhi, Dec 27 An expert group on rolling out the Conditional Access System, set up by the Telecom Authority of India has recommended that the Government must set a deadline for implementing voluntary CAS in 55 more cities, without which it will not take off at all.

“Voluntary CAS would be a non-starter unless the date from which CAS is to be implemented is mandated by the Government,” the TRAI panel said in its report. The report has been sent to the Ministry of Information and Broadcasting along with the comments of the various stakeholders.

The major suggestions made in the report titled ‘Digitalisation and Introduction of Voluntary CAS in Cable TV network in India’ were put up for comments on TRAI’s Web site earlier this year.

Earlier, a round table meeting was convened by TRAI on February 1, 2007, at New Delhi with various stakeholders on the subject. One of the major issues that was discussed related to exploring alternative models for voluntary CAS. Consequently, a small group consisting of members drawn from TRAI, Ministry of Information and Broadcasting, Prasar Bharti, consumer organisations, broadcasters, MSOs, DTH operators, Cable operator/Distributor associations and technical experts was constituted to deliberate on the issues. The major recommendations include that the 55 identified cities may be covered in phases over a timeframe spread over three years from October 2008 to September 2011.
