Keeping in line with the Government’s commitment to give greater impetus to education, the Union Budget has lined up Rs 38,702 crore for the sector. As many as 16 Central universities in each of the uncovered States will be established during the current fiscal.
Higher education has received special attention in the Budget with an allocation of Rs 10,852.87 crore as against Rs 6,397.36 crore in the revised estimate last year.
The University and Higher Education sector has received Rs 5,234.76 crore this year as against Rs 3,699.43 crore last year.
Proposals
The proposals include setting up of three IITs in Andhra Pradesh, Bihar and Rajasthan and two Indian Institute of Science Education and Research in Bhopal and Thiruvananthapuram, respectively. The Government will also set up two Schools of Planning and Architecture in Bhopal and Vijayawada, the Finance Minister, Mr P. Chidambaram, said.
The Budget has also allocated Rs 750 crore for upgrading 300-odd ITIs. A major chunk of the Rs 5,104.90 crore would go to University Grants Commission this year. It also includes a provision of Rs 875 crore towards implementation of the Oversight Commission recommendations for meeting the requirement to increase the number of students in Central universities.
A sum of Rs 27,850 crore has been provided for school education as compared to last year’s revised estimate of Rs 23,191.35 crore.
Skill development
Emphasising the need to launch a world-class skill development programme, Mr Chidambaram proposed to establish a non-profit corporation and entrust the mission to it. “It is my intention to garner about Rs 15,000 crore as capital from the Government, the public and private sectors, bilateral and multilateral sources,” he said, adding that he proposed to put Rs 1,000 crore, as Government’s equity in the non-profit corporation.
Reacting to the budget, Mr Satya R. Narayanan, Chairman, Career Launcher, said, “The budget is disappointing with respect to structural and policy reforms on education and skills. The skill development mission is feeble and has no time bound promise implementation.”
‘Forward-looking’
Dr Devi Singh, Director, IIM Lucknow said, “With this budget the Finance Minister has shown that the Government means business, when it comes to the education sector. Hiking the education outlay by 20 per cent is a very forward-looking measure”.
