The Finance Minister has done well to present an all-pleasing Budget. But the poorest of the poor stand ignored and still abject poverty is not eradicated. Complete abolition of child labour, protection and special schemes for street children and orphans, abolition of begging and their rehabilitation, compulsory education for all children below 14 yrs, shelter for all, health for all, ration cards for those who have no residence and extension of mid-day meal scheme to cove r destitute persons also are to be considered.
