Overloading of goods-carrying road transport vehicles is prohibited under law (interestingly, it has been legalised in the Railways by the present Railway Minister) but the menace continues unabated. Who is the worst victim? Presumably the National Highway Authority of India that spends huge amount of money every year on construction and maintenance of roads. Interestingly, NHAI is apparently oblivious to the need for controlling damage to the roads, particularly the highways. The reason: the responsibility of controlling damage to the roads caused by overloading is a State subject. Isn’t it rather odd that a Central government organisation that not only spends crores of rupees on road but also tries to recover part of the costs from the users through the toll system, has no power to stop the misuse of the costly assets it creates ?
