Filling up vacancies, the Rlys way

Indian Railways has a strange way of filling up vacancies in senior positions. Not long ago, the top positions in two zonal railways remained vacant for quite some time. As a result, the general manager of third zonal railway was asked to look after additionally the operations of these two zones also. Though it is not sure whether a single person will be able to handle all three railway zones, nothing seems to be impossible for the Indian Railways. Also, the position of a Rail Board Member has been lying vacant for over six months now. Though a few names were finalised for the position, no selection has been made yet. This is quite unusual because normally the name of the successor is finalised well in advance. It is learnt that the authorities have someone in mind but are not in a position to appoint him, because of a vigilance case.
