Kerala Govt drafting law to curb dumping of waste

The Kerala Government will soon enact a law to strictly prohibit dumping of waste in public places.

The Government would also amend the Kerala Municipal Building Rules to make waste management mandatory in multiple residential units, the Minister for Local Administration, Mr Paloli Mohammed Kutty, said here on Tuesday.

Participating in a review meeting of the action plan for waste management drawn up by ‘Suchitwa Mission’, the Minister said that the draft legislation that provided for stringent punitive action against those dumping garbage in public places had been drawn up and it would come into force shortly.

He said that the Mission had found that 48.7 per cent of the waste was being generated by households and this called for setting up of decentralised garbage processing systems and bio-gas plants on a warfooting to meet the situation.

Also, it is necessary to ensure that clearance for multi-storeyed buildings is granted only on providing facility for waste management, he added.

The Mission has identified that lukewarm response to segregated storage of wastes at source, the mounting plastic and e-waste and issues such as storage, collection, transportation, processing and safe disposal are some of the major challenges in the area of solid waste management.

The problems in the matter of liquid waste management include lack of attention to disposal of grey water at household and institutional levels, water stagnation, filling up of drainage channels and urban flash floods.

In the circumstances, the Mission has set for itself clear objectives to be achieved within a specific timeframe.
