New Delhi, June 13 The Competition Commission of India (CCI) plans to develop a model code of compliance for industry associations to ensure that they do not become conduits for cartelisation or inadvertently discuss subjects that could lead to violation of competition law.

“Industry associations often wittingly or unwittingly become a platform for cartelisation or other kinds of collusive activities.

“The model code of compliance will be more like an advocacy and more of an awareness. If they are compliant then they won’t face problems with the competition law”, Mr Vinod Dhall, acting Chairman of CCI, told a national workshop on competition law, jointly organised by the Institute of Company Secretaries of India (ICSI) and the CCI.

Programme finalised

He said that the commission has nearly finalised an enterprise compliance programme for enterprises and would be ready in the next ten days. “The industry associations’ model code would take little longer. Maybe a couple of months”, Mr Dhall told presspersons.

At the workshop, Mr Dhall also stressed the need for regulatory impact analysis of any new legislative initiative of the Government.

He highlighted that in the UK, the US, Australia and Denmark, no new legislation would see the light of day without going through the regulatory impact analysis by authorities such as the Department of Fair Trade, National Competition Commission etc.
