Concern over delay in implementing pay revision report

New Delhi, Sept 24 The Standing Conference of Public Enterprises (SCOPE), which is the representative association of central public sector enterprises (CPSEs), has expressed concern over the delay in implementation of the recommendations of the Second Pay Revision Committee.

The executive board of SCOPE said that the board feels this delay is causing restlessness among the officers’ associations of the companies and threatens to defeat the purpose for which the committee was formed under Mr Justice Jagannadha Rao.

The SCOPE executive board members are CMDs and Directors from various PSEs covering sectors such as oil, power, steel, coal, aviation, housing, construction, consultancy, heavy engineering and defence production.

The Second Pay Revision Committee had submitted its report to the Government in May 2008 following which the Minister of Public Enterprises, Mr Santosh Mohan Dev, had said that the proposals are aimed at stopping the exodus of CPSE employees to the private sector.

However, almost four months have passed without any progress on implementation of its recommendations.

“This delay will not fulfil the aim of stopping exodus of talented executives of PSEs who are hot targets of the private sector that is willing to employ them at higher salaries, especially in the current scenario of a shortage of skilled manpower”, an official release said.

The 244 CPSEs employ around 2.5 lakh executives and involve over Rs 4 lakh crore Central Government investments.
