In the article, `Where are the jobs, Mr Sinha?' (Business Line, April 6) the author has stressed the need to give a big push to agriculture, rural development and small-scale industries to boost growth and employment. The Government's several policy init iatives and strategies have not made much headway in this regard. Recently, the Industries and Commerce Minister, Mr Murasoli Maran, mooted the idea of Agricultural Export Zones (AEZs).

All the hyper-reactions and press coverage relating to the bank scams will die down in a few weeks. What is the problem? It is fundamental: A bank, under the Banking Regulations Act, 1949, has no business ethics to issue bankers' cheques or pay orders wi thout receiving money from the applicants.

Needed, regulatory reforms
The articles, `We're not to blame: RBI Official', and `Not our fault, say SEBI officials' (Business line, April 4) graphically portrays to the public the bane of the current multi-regulatory system. This amusing, but unseemly spectacle of regulatory turf wars is noticed every time there is a scam.
