The Confederation of Indian Industry (CII) has called for a pre-set time line, a single-window system for clearance for mining activities and allocation of mineral blocks comparable to global standards for sustainable and economical mining.

The country’s apex industry body, in its report titled ‘Mining: The Opportunities’, which was launched at the Global Mining Summit 2016, said “progressive miners should be allowed to adopt a self-certification regime”.

The report was launched at the International Mining and Machinery (IMME) and Global Summit 2016 on Wednesday.

According to a CII release, the Government should adopt a differentiated policy for deep-seated minerals and resources that are available close to the surface.

Review of laws

To reduce the risk of explorers, it proposes a review of present laws to allow monetisation of explored assets, rationalisation and simplification of taxes, cesses and duties, among others.

“This may speed up creation of an effective template, which can be handed over to the States,” Tom Albanese, Co-Chair, CII National Committee on Mining and CEO of the Vedanta Group, was quoted in the release.

According to the report, rules for grant of exploration permits should be amended to facilitate seamless transition to mining lease, which can be utilised for developing and operating the mines, or even for transfer to other entities.

The CII also suggested setting up of a special team for selected mineral blocks across different mineral-bearing States. The joint team of the Government and industry should monitor mineral processing aspects — from auction to production, the report added.
