Accountability in terms of expenditure utilising public finance and the delivery of Government services is almost non-existent in the country, feels Rathin Roy, Director of the National Institute of Public Finance and Policy.

Speaking at an event organised by Bharat Chamber of Commerce here on Friday Roy said though financial and social audits had been introduced, the delivery mechanism remained weak in absence of accountability.

“If in a Government project, an official spends ₹7 crore instead of ₹7 lakh – there has been an instance gross error – none could be held accountable”, he said.

Roy said existing business processes of the Government at the Centre and the States, riddled with contradictions, needed reforms.

He suggested the Planning Commission could be made accountable to the States. Roy said that West Bengal fiscal management was on the right tract. “It could be revenue-surplus within a few years,” Roy added.
