Nirmala Sitharaman, Minister of State (Independent Charge), Commerce and Industry, has asked all States to introduce a self-certification scheme for boiler inspection in factories on the lines of Gujarat and Madhya Pradesh as that will help reduce transaction costs and boost manufacturing.
In a letter to state chief ministers, Commerce and Industry Minister Nirmala Sitharaman has said that like Gujarat and Madhya Pradesh, other states should also implement the self-certification scheme for inspection and certification of boilers and its components.
In the letter, Sitharaman has said, “Self-Certification-cum-Consolidated Annual Return” scheme has been introduced in Gujarat which seeks to minimise unnecessary harassment to industrial establishments.”
Similarly, Madhya Pradesh has “also eased inspection of boilers of less than 1,000 sq.m. heating area,” she wrote.
Boiler is in the Concurrent List of the Constitution of India and that the administration of the Boilers Act, 1923(Act), which is a Central Act, is being carried out by the Inspectorate of Boilers of the States in their respective territories.
In the communication sent to the State CMs, Sitharaman stated the keenness “of the Government of India to radically improve the ease of doing business” in the country.
“Towards this end, it is our view that self-certification and third party certification needs to be introduced in boiler,” her letter stated.
