Shutdown hitch

My system is Pentium III. When I shut down, the Microsoft Windows logo with the message "Windows is shutting down" appears but the display "It is now safe to switch off your computer" does not appear. When I install Win98, for the first few times, the message appears, but thereafter it fails. Please suggest a solution.

One can face configured hardware settings, device conflicts, and other hardware issues. These issues must be solved one by one, and then the system must be checked to see if the problem has been resolved. The following URL gives the procedure:

Please refer to the "More Information" section of the URL and perform the steps listed. You could also face a shutdown problem due to the "Auto-Protect" future enabled in the Norton antiviral software. Please try disabling it and check if the problem is resolved.
