The Department of Telecom has told the regulator that the decision to auction spectrum in the 800 MHz band was a policy decision and TRAI should recommend a price at the earliest. TRAI had sent a note to the DoT seeking clarifications before it recommends a reserve price for auctioning the 800 MHz band. The regulator wanted the DoT to confirm if it had communicated the regulator’s views, and its subsequent clarifications to the Empowered Group of Ministers and the Cabinet.
Feasibility study It had also asked if DoT carried out a feasibility study to swap the defence spectrum holding between 925 MHz and 935 MHz with airwaves in the 834 MHz-844 MHz band.
TRAI is not in favour of selling spectrum in the 800 MHz band and wants it to be used for GSM services instead. However, the DoT has reiterated its earlier stand that the Government will auction the spectrum and TRAI should recommend the reserve price expeditiously.
