As projects like road construction enjoy tax concessions, the middlemen and smart entrepreneurs circumvent the procedure-ridden bidding process by greasing the palms of the key officials.

The single portal e-procurement is expected to simplify the whole process of inviting tenders, processing, tele-conferencing of the applicants and awarding. The details of the successful bidders can be published in the Web site.

Owing to transparency in the procedure, delays will be eliminated and, eventually, there will be less corruption. Institution of merit citation for best projects will help encourage efficient, quality conscious operators to bid for the tenders.

The most disquieting aspect of corruption in India is: It is not confined to politicians or the government machinery alone anymore. It is prevalent amongst almost every section of society. Corruption extends into every sphere of life and has become unavoidable. Money can get you just about anything: a good job, a good education, a berth in the train, a ration card, a contract etc.

This kind of corruption in the national polity and public and private life cannot go on for ever, without disturbing the overall peace in the society.

There must be transparency in all the dealings, a whistle blower wherever possible, an integrity group and integrity systems networking.

The old value system needs to be reinstated at all levels, which unfortunately was lost in the past 50-60 years.

In order to free road construction from corruption, the Government must ask private operators to adopt BOT model. It must also introduce a law to ban the company from any further bidding if the particular company is found to be involved in any malpractice.

One of the main reasons why India lacks behind China is the lack of adequate infrastructure.

Quality of roads is very important as it involves huge investment and it also reduces travel time.

It's now time for government authorities such as NHAI to identify the people involved in bureaucracy and hold them accountable.

According to Transparency International, corruption in value terms is more than Rs 22,000 crore.

The collection of Octroi duty is one of the areas that provide scope for corruption in India; it has been dispensed with in many advanced countries.

The former advisor to the Finance Ministry, Dr Vijay Kelkar, had suggested the introduction of a Goods and Service Tax in the place of indirect taxes such as Octroi.

Amendments should be made and an authoritative committee appointed in the next Budget in this regard.
