Can a public charitable trust — registered so under the tax laws and regular and sincere compliant of all its objects, applicable laws — give Form 15G to its banker with whom the trust maintains its deposits instead of applying to its assessing officer in Form 13 and obtaining a certificate allowing payment of interest without deduction of tax?

Very much. Though the trust can exercise either of the options, the act of giving declaration oneself is any day hassle-free than approaching the assessing officer.
