I am a resident of India. Can I participate both in the NSE’s currency futures market as well as in the Dubai currency futures market for the Indian rupee?

I am afraid you cannot. The newly launched currency futures platform of the NSE is out of bounds for NRIs and other non-residents, including FIIs. It is of course open to you being a resident of India.

But the Dubai platform is not open to you because you are a resident of India. Therefore the lines are clearly demarcated as of now. The NSE platform for Indian residents and the Dubai platform for non-residents. Perhaps you want to profit from arbitrage, the price differentials in the two markets, but I am afraid you cannot.
