A bill for providing reservation to SCs and STs in promotions in Government jobs will be brought in Parliament on August 22, the Rajya Sabha has been told.
Earlier the Upper House was adjourned till noon after an uproar over the BSP’s demand to bring in a Constitution amendment Bill for reservation in promotion for SCs and STs in Government jobs and the BJP seeking a discussion on black money.
As soon as the House met for the day, BSP supremo Mayawati said the Government had promised in the last session to call an all-party meeting to discuss quota in promotion for SC and ST persons, but the meeting did not take place.
She pointed out that a discussion had taken place in the House and there was near unanimity among all parties on it.
Mayawati urged Prime Minister Manmohan Singh, who was present, to bring in a Constitution amendment Bill on the issue during the ongoing monsoon session.
She threatened that the BSP would not allow the House to function if the issue was not resolved.
As she spoke, other BSP members were on their feet and the House witnessed some angry exchanges between BSP and Congress members.
Ram Vilas Paswan (LJP), D. Raja (CPI), Sitaram Yechuri (CPI-M) and some other members too spoke.
Minister of State in the PMO V. Narayanasamy said the Prime Minister would call an all-party meeting “this session itself ...(and) the issue will be resolved.”
This did not satisfy the BSP and the party members trooped into the Well raising anti-Government slogans.
Amid the din, Shanta Kumar (BJP) said his party had given a notice for discussion on black money and pointed out that Yoga guru Ramdev had started a fresh agitation.
Ravi Shankar Prasad (BJP) also pressed for a discussion on black money.
As the uproar continued, Chairman Hamid Ansari adjourned the House till noon.
Earlier, on the occasion of the 70th anniversary of the Quit India Movement, the House paid homage to martyrs.

Mayawati is raising right issue. It is high time for all the Sc/ST representative across the partyline come together and support Mayawati. It will consolidate the strength and feeling of togetherness among SC/ST.If quota gets scrapeed it will be begning of scrap of reservation system.
Reservation is damaging nation; it should be stopped immediately. This continuing due to vote bank politics. BSP should have been largest party if votes were cast on these lines, still it is continuing its agenda; shameful politics.
Reservation is continuing due to vote bank politics; it is ruining the future of talented. It should be discontinued at once ! Shameful India selects worst, ineligible candidates for Government jobs. It is therefore, Government is not able to work properly as it works with inefficent staff always. This will again harm nation and no political party can dare to oppose it, it is irony of it!!
Supreme Court struck down the UP Act only for not justifying its action through quantifiable data. If the present government proves that the SC / ST in the State are still disadvantaged in higher services by producing government employment data, similar enactment, if made again, can stand before the test of law. The Constitutional provisions as upheld in Nagaraj case are very much sufficient to make reservation in promotion for SC / ST. No further amendment is needed. It is also to be reiterated that the matter of reservation in State service is a policy matter of the respective State. The representation and quantifiable data relating to SC / ST definitely vary from state to state.The Government of India should come out with white paper on the actual status of representation of each caste / tribe in services of the Union and each State and UT. An analysis of such a data will clearly show which of the caste / tribe in SC/ST benefited the most and least. The SC / ST special tables of Census may be useful for allocation of seats in General Elections, but are of least use from the perspective of reservation in jobs / education. Census until 1991 disclosed detailed information on employment status of each caste in SC/ST, including government employment. But, from 2001 it has made the disclosure meaningless, to the advantage of SC/ST. Only details of cultivators, agricultural labour, household worker, others is disclosed. Census should also identify the government job related data and disclose every 10 years, as mandated under Art. 16(4) of the Costitution.NCSC / NCST should give correct figures to the Parliament to justify any move on promotion.
How long this selfish political gain oriented crap in the name of Reservations for SC/ST be allowed to continue? This is in fact a reverse discrimination against other meritorious and well qualified sections of people. Make education compulsory to all children up to High School level, even providing that to adults who missed that level until now. Then employment should be (like those involved in their self employed professions/skills) for all based on prospective job-seekers willingness, intelligence, ability to use it wisely appropriately in daily varying demands; dealings in Nation's domestic and international businesses, engineering, science & technology, medicine (patient-care) Pharmaceutical etc, etc, areas. Instead of this, in the name of mandatory reservations to ST/SC/BWCs, giving seats and jobs to less meritorious, and to those failed in national level qualifying exams and or those with barely passing scores in their High-school/college/university/post-graduate/professional (Engineering, Medicine, Space,Rocket & Nuclear etc., technologies)will be disastrous to the country and people, with falling bridges, damns, failing electronics, Drivers, mechanics related bus/rail/plane accidents, failed security systems, Patient deaths due to wrong diagnoses/wrong treatments etc.
Definition of promotion must be changed if promotion of inefficient
and corrupts done over Honest and Hard Working. Corruption of Corrupt
Leaders and Officers belonging to General, OBC or SC/ST must not be
tolerated on any grounds.
Congress led UPA Government is being considered most corrupt
Government. They want power by means of such policies.
CBI must restore its credibility by preparing cases against corrupt
leaders and officers with solid proof and evidence so that corrupts
may not escape law.
Basis of promotions must be merit only to stop corrupts from holding
high offices. Corrupt Officers always misbehave with honest employees
and promote culture of corruption which is very harmful for Constitution and Nation. Politicians who have earned thousand of crore
through misuse of power must be jailed to restore credibility of CBI
and Justice System otherwise Lawlessness may prevail.
If our PM & Montek are sure that economy is growing and is stable, the need to amend
constitution to provide reservation does not arise. The economy and social set up in any
society are directly related to each other. After 65 years of independence, we are still
considering reservation as the only way to uplift the a section of the society which is only
due to low morals & lack of will power in political system. Inturn failure of democratic
system. The method of uplifting could have been more realistic and effective if the our
political system adopted a way of providing free education, materials, additional free
tutorials and subside in fees; specialized institutions and curriculum to such sections of
the society so that they would be empowered to be equal in all areas and compete with
the forward section of the society. Instead, they are attempting to dangle freebies which
will encourage such section of the society to remain backward for ever. Better sense
should prevail upon Citizens
I understand that the dalit community in India has suffered and needed upliftment by bringing them in the main stream. This according to the previous governments required giving them the benefit of reservation in government jobs. I think this is where the government made a mistake. Instead of making the dalit community get proper education and proper facilities, the government took the wrong path, encouraging mediocrity and inefficiency in the government sector by reserving positions for a certain caste. Efficiency and performance of the government systems was not even considered once by any political party. It seems no one is bothered.
Now when the Honorable Supreme Court of India has made a judgement that reservation in promotions needs to be abolished, the government again is taking a step that can be termed unjust and promoting inefficiency and against the will of the people of India. I am not saying that the reservation in jobs should end, but reservation in promotions should end.
I urge the government and all the other political parties to rise above caste politics and think about the country as a whole. Reservation in government jobs has resulted only in inefficient government systems and dragged the nation back. With due respect to the dalit community, I say that the government sector, where major decision making and implementation of government policies and programs is done should be at least kept free of reservation in promotions. This is in the interest of the scheduled caste and scheduled tribe community also. If we wish to save the government sector, some efficiency needs to be restored to the system. Else, we will soon see the complete privatization of all government systems.
The government may make this mistake and then we all will see the complete crumbling of the government systems to only have the private sector that is efficient and performing take up the responsibility.
If we want to save the government sector, end this reservation in promotions.
From the above it is clear that everyone relying of Supreme Court decision. These gentleman are the same who did not found suitable 50 SC/ST judges out of more than 850 high court and supreme court judges which is really amazing and now they are telling everyone that they are not biased. This is the history of last 65 years that not a single Supreme Court decision come to in favor of reserved category. Still everyone arguing in favor of that amazingly. These gentleman are the same who saw that how Kanda was beating a person in recorded version but only direct to file the case instead of asking Kanda to appear before them. Means, only biased version should stop otherwise this dissatifaction can lead more destructive ways from reserved category also. Thanks god the reservation in services is still capping that resentment.
getting the bill in the parliament is a very good and daring decision inspite of efforts and treats of some section to stop the sc/st from rising.I feel that sc/st througout the country to unit agaist the anti activist and support all those people like maya and others. even after 65 years of independence there is no uniform development of this country. this country will prosper when all sections of this society prospers. for this effective implimentation of reservation polocies of the government is necessery. the critics should
understate first the basic concept of reservation. critics mislead by creating doubts about the quality. for kind information to those the examinations passed/ marks achived are the same for which reservation is present. critics prefer doctor passing out by taking seat form capital colleges and getting admissions on the basis of money and have different opinion towards thosefrom the OBC/SC/ST . the reservaiton isonly for those who fulfill the criteria as genRAL
