Beware sanitation offenders! People spitting, urinating, defecating or dumping garbage in public places will attract a fine under stringent norms laid down by the city civic body to keep the country’s IT capital clean.
Not only this. Owners of errant pets which urinate and defecate in public would also have to shell out fine as per the waste management bylaws framed by the Bruhat Bangalore Mahanagara Palike (BBMP).
The BBMP passed a resolution yesterday approving the bylaws which also made garbage segregation at source mandatory pursuant to a recent Karnataka High Court directive, official sources said.
According to the bylaws, citizens who throw garbage in public places or vacant sites will be fined Rs 200, while those found spitting, urinating, defecating or taking bath in public places will be fined Rs. 100.
Owners of pets which create public nuisance (urination, defecation) will be fined Rs. 50.
The civic body’s action comes in the wake of the recent directives of the high court which took a serious view of Government’s inaction over disposal of garbage in the city.
All citizens will now have to segregate garbage at source and not dump waste in non-biodegradable bags at any given point of time. Violators would be fined Rs 100 per day.
Hearing a PIL on September 10, a division Bench headed by Chief Justice, Vikramajit Sen had not only directed the BBMP to establish a dumping yard in each ward but also nominate an executive authority to effectively manage garbage disposal and appoint personnel to check it.

This is very good. But the problem is who will monitor this and how will the BPMP enforce this.Public must be sensitised and made to understand that keeping the environment clean will go a long way in eradicating many diseases .
It seems lawmakers think it's their prerogative to make laws and not follow them. Once cutout buntings were banned earlier by BJP govt,then their own leaders 70th 80th 90th birthdays were celebrated all over the place we saw buntings.When supreme court asked car owners to remove the blacl tinted film on the mirror,ordinary citizens like you and me religiouly follwed but we saw most of the MLA's not adhering to them.Public has civic sense,but the execution we have miserably failed.If the fine is imposed strictly then the things will be good.Come next election spitting,urinating all will be common. Also before implementing let there be sufficient number of toilets.Nowhere near vidhana soudha we see public toilets!!!!!!!!!!

However I would suggest a more draconian approach. Catch them in the act
and transport them to the nearest public convenience, give them the
equipment and ask them to clean it up spic & span. The message will then
be permanently etched in their minds. We will have plenty of
opportunities to do that, for sure !!

This is a basic discipline people should learn or be taught. I hope the
BBMP strictly enforces these rules so that the people of the city can
prevent a number of diseases and citizens can live a healthier life.
People should adopt a clean city norm and refrain from these filthy
practices. I strongly believe that the elected corporators and
counsellors should be held responsible for enforcing these norms. They
should take a walk in their jurisdiction once in a while to see how bad
the situation is and should be empowered to fine culprits.
