Goa Chief Minister Laxmikant Parsekar on Sunday announced plans to implement an electronic project tracking and monitoring system for the State Investment Promotion and Facilitation Board (IPFB) to get real-time status reports on cleared projects.

Addressing 108th general body meeting of the Goa Chamber of Commerce and Industry (GCCI) at a coastal resort in north Goa, he lamented the tendency among bureaucrats to use rules as a tool to stymie industrial projects.

Nevertheless, Parsekar said, people across the world see Goa as a “blessed destination” and appealed to investors to invest in the State for job creation.

“We have been sanctioning projects. We have our regulations. And there are certain officials in certain departments who use the regulations to stonewall projects. If an officer is using regulations as a bottleneck, then how will work go on?” Parsekar asked.

Land release Parsekar later told Business Line that his government was in the process of trying for an out-of-court settlement to release around 36 lakh sq metres of land belonging to Goa Industrial Development Corporation (GIDC). The land is tied up in litigation between GIDC and the promoters of the scrapped Special Economic Zone projects.

“We have to do that. We are in the process. Don’t ask me for details. We may give them 20-25 per cent of the land and we get the rest. That means around 25-26 lakh sq metres of land will be available for allotment to industrial investors,” he said.

Earlier, speaking at the official GCCI function, he said the government–industry relationship in Goa was health and friendly after the big setback of blanket ban on iron ore mining and exports for over three years. The State lost around 18-20 per cent annual revenue during the period, he said.

Iron ore mining and exports are the backbone of the State’s economy, he said.

He told the industry honchos that proposed IT park in north Goa’s Chimbel village will get 50 acres of land in addition to the acquired 50 acres.

The proposed electronic city project at Tuem in Pernem taluk of north Goa has 150 acres of land acquired, he added.
