The Tamil Nadu government will adopt a novel approach in providing housing to the homeless, including creation of a dedicated fund.
In the budget for 2016-17, the Tamil Nadu Finance Minister O Panneerselvam announced in the Assembly the government plans to issue 3.50 lakh house site ‘pattas’ – ownership certificates – in 2016-17. It will adopt an innovative approach by issuing joint pattas to homeless families in areas where land is scarce and costly.
This will enable promotion of multi-storied buildings. The Rural Development Department will construct houses in such ‘patta’ lands by adopting flexible housing design. The government will also constitute a ‘shelter fund’ dedicated to financing housing projects to rehabilitate the urban poor.
A massive housing programme will be taken up under the State Mission for Housing for the Poor. The government will construct 10 lakh houses in the next five years under various schemes.
The land records modernisation scheme will enable digitisation of field measurement books and integration with Registration and Survey Departments to facilitate online updation of land records and patta transfers. The online transfer of pattas implemented in select taluks will be rolled out across the State, he said.
