There is a debate going on about the proposals of government to make the Central Bureau of Investigation (CBI) autonomous and free from external influences. There are some models readily available in this connection. The judiciary, the Comptroller and Auditor General and the Election Commission are three wings of the system, the autonomy of which seems to have worked to the satisfaction of people. I suggest that government and the Opposition consider their best features and incorporate them in the set-up planned for the CBI.

FM’s right

This refers to the Finance Minister’s call to bankers to cut lending rates and target big defaulters. The call has come not a day too early. The present state of the economy calls for a quantum jump in provision of credit to the various sectors, especially agriculture and industry. There has been a substantial fall in production in these sectors, which has resulted in demand-supply mismatch and unyielding inflation. The RBI has for quite some time been focusing on bringing down inflation and for this the rates were not lowered. This has resulted in the poor outgo of credit and consequent fall in production in various sectors. Credit increase may also lead to fall in defaults due to rise in production and profitability.
