FARM WORKERS in a paddy field near Kochi. The State Agricultural Workers' Welfare Fund scheme for monthly pension to indigent agricultural labourers is in trouble owing to lack of funds. About Rs 80 crore goes out every year as pension and around Rs 15 crore for various other benefits.
