Non-availability of computerised numerically controlled machines, inadequate supplies of raw material and lack of focus on staff training and development are the key impediments in the way of strengthening of Industrial Training Institutes (ITIs), says a survey conducted by the Federation of Indian Chambers of Commerce and Industry.


Nearly half of the participating ITIs reported under-utilisation of seats. As against 107 trades that have been notified by the Government, the maximum trades which any ITI offered were just 38 which reflects the deficient capability of the ITIs to ramp up scale and offer new and more market-oriented courses, says the chamber.

The survey has also brought out the "highly skewed nature" of the budget allocation for ITIs, with nearly 77 per cent of the budget on average being allocated for salaries.

Industrial visits

For strengthening and revitalising the system of ITIs in the country, the chamber has suggested that industrial visits of at least three weeks for the final- year trainees of ITI be made mandatory for all trades.

It has also suggested development of need-based short-term courses in these institutes.

In addition to this, the Government should take steps necessary to put in place an effective and vigilant monitoring system to ensure improved training offered by the institutes, says the chamber.
