The Federation of Indian Chambers of Commerce and Industry (FICCI) - Tamil Nadu State Council, will bring out a white paper outlining recommendations pertaining to the Information Technology Enabled Services (ITES) industry.
The paper will address the legal and human resource (HR) aspects of the ITES industry and will be submitted to the Tamil Nadu Government early next month, said Mr N. Swaminaathan, advisor and consultant, Aspire BPS and panel member, IT and Communications, FICCI.
On the legal front, the first recommendation is for a separate ITES Act. "Currently, ITES industries come under the Shops and Establishments Act which is not equipped to handle issues like infrastructure, power and security specific to ITES companies," said Mr Swaminaathan. The paper will discuss the need for creating specific infrastructure to support BPOs.
Guidelines for a data protection act will also be outlined. The present Information Technology Act does not provide adequate protection for information, said Mr Swaminaathan.
"Many European countries have stringent data security policies and do business only with countries that follow similar policies. For India to remain a favoured Business Process Outsourcing (BPO) destination in future, a data protection act is necessary," he said.
The HR section will address recruiting practices in the BPO industry. "There is lack of transparency when companies recruit youngsters. A suitable candidate profiling mechanism must be developed," said Mr Swaminaathan. The paper will suggest a 360-degree appraisal system for recruitment.
"The need to `create a groove' and not `fit into an existing groove' is what companies need to follow," he said.
A background paper released by the FICCI said a process-based approach was essential as opposed to the present vertical based approach.
