The Finance Ministry has imposed definitive anti-dumping duty on imports of polyvinyl chloride (PVC) paste resin from China, Malaysia, South Korea, Russia, Taiwan and Thailand.

The definitive anti-dumping duty, which would vary depending on the exporter and the region of export, would be effective for a period of five years from July 26, 2010 – date of imposition of provisional duty.

Chemplast Sanmar Ltd had filed the petition seeking anti-dumping probe on PVC paste resin imports from China, Malaysia, Japan, South Korea, Russia, Taiwan and Thailand.

The Designated Authority in the Commerce Ministry had in May this year come out with its final findings. It recommended imposition of definitive anti-dumping duty on imports of PVC paste resin from all these countries except Japan.

PVC paste resin is produced from vinyl chloride monomer and is produced and sold as white or off-white powder. It is used in artificial leather (Rexene), coated fabrics, tarpaulins, conveyer belting, toys, automotive sealant and adhesives.

Chemplast Sanmar accounts for about 78 per cent of total Indian production of PVC paste resin.
