The full Budget session of the Assembly has been scheduled to be held from September 26.

A recommendation to the effect has been made to the Governor, the Chief Minister, Mr Oommen Chandy, told newspersons after a meeting of the Cabinet Council of Ministers here on Wednesday.

The session would last until the first week of November, he said, where demands for grants pertaining to the revised Budget presented by the new Government would be discussed.

The House had passed a vote-on-account for three months when it met for a short session held earlier in June-July.

The Cabinet meeting also decided to increase the festival allowance of employees from Rs 1,500 last year to Rs 1,750 this year ahead of the Onam season. While the bonus rates would remain the same as that of last year, the festival advance for employees has been revised from Rs 7,500 to Rs 8,500.

Those who are not eligible for a bonus payout, thanks to their salaries exceeding the prescribed limit, would now be eligible for the festival allowance. Festival allowance for contingent and other workers who are not eligible for a bonus would be hiked by Rs 150.

In this manner, those who received a maximum of Rs 600 last year would receive Rs 750 while those who received a minimum Rs 300 would now be eligible for Rs 450.

The Chief Minister said that employees of public sector units would receive bonus and festival allowance according to the guidelines issued last year.

The Cabinet would meet specially on Friday to decide on festival allowance payable to certain categories of workers who have been rendered jobless following closure of estates and factories.

The Chief Minister also announced the setting up of a high-level committee headed by the Chief Secretary to look into the complaints of alleged fraud involving multi-level marketing companies in the State.

The committee has been asked to submit its report within a week. Other members of the committee are the Additional Chief Secretaries of Home, Industries and Commerce, the Advocate-General and the Director-General of Police.
