Samaj Parivartana Samudaya (SPS), a Dharwad based NGO which has filed writ petition against illegal mining in Karnataka and Andhra Pradesh, has urged the Supreme Court-appointed Central Empowered Committee (CEC) to recommend global positioning system (GPS) based marking in the maps pertaining to mining leases.

According to Mr S.R. Hiremath, founder President of SPS, “GPS-based survey of mining leases will show the correct extent of encroachments by mining firms in Bellary district. A formal request to all the CEC members in this regard will be made shortly.”

“If GPS is used to fix the boundaries then it would be a perfect document that could be referred as a base during scrutiny of similar issues,” he added.

The CEC team during its extensive survey in Bellary district documented all the illegalities and irregularities in the mining and subsequently submitted the report to the Supreme Court, based on which the court had issued orders for suspension of mining in Bellary district.

Mr R.V. Nagamule, technical adviser of SPS said that they had earlier requested the technical adviser to the CEC team to use the GPS (Global Positioning System) to fix the mining lease boundaries in the wake of non-existence of reference points.

“In fact the Supreme Court has issued directions to the CEC team to conduct the survey using the GPS. We were assured by the adviser that GPS would be used for the purpose.

"However in the maps submitted to the apex court, there are no GPS markings. So we will be making a formal request to the CEC members to show the GPS markings on the maps,” he added.

Mr Hiremath said that the CEC report on the illegal mining in Tumkur and Chitradurga had vindicated the stand of SPS on illegal mining in both the districts.

He said that representatives of SPS and NCPNR (National Committee for Protection of Natural Resources) had met Lokayukta, Mr Justice Shivaraj Patil on Friday and urged him to initiate action against those involved in illegal mining based on the final report submitted by the previous Lokayukta, Mr Justice N. Santhosh Hegde.
