After National Rural Health Mission (NRHM), the Centre is in the process of formulating the National Urban Health Mission to take care of the infrastructure needs of district, sub-divisional and State capitals.

Addressing the inaugural of State Health Ministers' conference here on Wednesday, Mr Gulam Nabi Azad, Minister of Health and Family Welfare, said the Government has initiated an integrated model in the National Programme for Prevention and Control of Cancer, Diabetes, Cardiovascular Diseases and Stroke.

“To begin with, this will be implemented in 100 most backward and remote districts in 21 States. After evaluating the performance, this will be extended to all the 650 districts in the country in the Twelfth Plan,” he said.

Taking stock

The conference is aimed at taking stock of various health programmes in the Eleventh Plan period so far and drawing up an action plan for the remaining period in the Plan. “It will also prepare a roadmap for the next Five-Year Plan,” he said. The Government had allocated Rs 53,000 crore to the States in six years to implement NRHM programmes.

“The level of utilisation of funds under this mission and absorption has gone up from Rs 4,873 crore in 2005-06 to Rs 14,264 crore in 2009-10,” he said.

The Minister said it was a concern that the pace of decline in key parameters such as maternal mortality ratio and infant mortality rate and total fertility rate and morbidity due to communicable diseases had not improved compared to the pre-NRHM period.
