The European Union will soon launch a ‘Blue card' that will allow skilled professionals to travel between countries within the EU.
“The scheme will be eligible for skilled professional workers around the world, including India. It will allow a skilled professional to move from one job to another across Europe without having to apply for a work visa,” Head of the Delegation of the European Union, Ms Daniele Smadja told newspersons.
On the India-EU Free Trade Agreement (FTA), Ms Smadja said the “main elements” of the agreement would be finalised by spring this year.
“The principles for all the chapters for the FTA should be clear by Spring. After that the technical details will have to be sorted out by officials,” she said. EU officials say the FTA may probably be initialled at the next summit-level leaders' meet, adding that it will also address the issue of temporary mobility of professionals.
“Some progress has been made in the FTA negotiations. Both sides know that this is of extreme importance to India. We hope that at some stage of the negotiations a right balance can be found which will satisfy both sides,” an official said.
On the EU expectations from the FTA, the official said it was well known that the EU was keen for a “high level of market access”.
