The Governor, Mr Devanand Konwar, said on Wednesday that despite facing challenges on various fronts, Bihar is on the path of progress with efforts to ensure good governance, quality education, food security and steps to check corruption.

Unfurling the Tricolour at Gandhi Maidan here, Mr Konwar said the State Government has been making concerted efforts to make Bihar a developed state in the next five years.

“In this journey of development, the government has taken new pledge for programme on good governance,” he said, adding, the Government, through better fiscal management and proper utilisation of resources, had gradually succeeded in increasing the Plan size which rose from Rs 3,196 crore in 2004-05 to Rs 20,000 crore in 2010-11.

Mr Konwar said the State Government had constructed 23,606 km road and repaired 1,925 km, besides executing 1,671 schemes under the Mukhyamantri Bridge Construction plan during the last five years.

The Government had initiated several ambitious schemes for bringing about a qualitative change in education and opened 18,457 new primary schools, besides upgrading 14,657 primary schools for enrolling all the children.

Altogether 2.15 lakh primary teachers had been appointed, 55 per cent of them were women, he said, adding teachers for Sanskrit and Urdu have also been appointed.

The Governor during his address also referred to the steps taken for effective and transparent implementation of the Right to Information Act by way of launching “Jankari Pariyoajana”.

Earlier, Mr Konwar also inspected joint parade of Bihar police, Bihar Military Police, Homeguards, other security personnel, besides NCC.

The Chief Minister, Mr Nitish Kumar, Deputy Chief Minister, Mr S K Modi, besides their cabinet colleagues were also present.

Thousands of people thronged the historic Gandhi Maidan for the official function.
