The Comptroller and Auditor General of India (CAG), Mr Vinod Rai, on Friday urged civil society to take onto itself the responsibility of cleansing the quality of governance in the country.

Asserting that the country must debunk the oft repeated phenomenon of a ‘silent majority', Mr Rai said that it is this majority which will have to take courage and challenge the wrongdoers in Government.

“We can no longer afford to deceive ourselves that it is the duty of the Government of the day to fight corruption and see them fail,” Mr Rai said in a hard hitting speech at CII Annual Session 2011 here.

Paradigm shift

The CAG advocated a major paradigm shift — a shift from the old paradigm of Government action and civil society inaction to one wherein the ultimate stakeholder, which is civil society at large, takes onto itself the responsibility of improving governance.

“I propose that civil society organisations have the responsibility to no longer remain passive and expect the Government to fight corruption because this does not seem to be happening and will never happen,” Mr Rai said.

In the new paradigm, the responsibility of Government must be that of enacting law.

The citizens, civil society groups, opinion leaders and media must ensure the enforcement of these legislations, Mr Rai said.
