The State Government is considering an interest waiver on housing loans availed under the Ashraya scheme, provided beneficiaries pay up the entire principal amount.

More than 10 lakh families could benefit from the scheme, which may be announced in the State budget for 2011-12.

Addressing presspersons here on Wednesday, the Housing Minister, Mr V Somanna, said the Government was planning to announce an interest waiver scheme for families who pay the principal amount on loans borrowed from various boards and corporations for construction of houses. The government would recover an estimated Rs 1,500 crore, while the interest waiver amount would be around Rs 1,085 crore.

Mr Somanna, who held a pre-budget meeting with the Chief Minister, Mr B S Yeddyurappa, who also holds the finance portfolio, told reporters that the Department has mooted the proposal of interest wavier for recovery of the principal amount.

BUDGET PROPOSAL

Mr Somanna said the Chief Minister was keen on inclusion of the scheme in the 2011-12 Budget. The collected principal amount of Rs 1,500 crore would be utilised for construction of houses for needy families in the next three years, he said.

The Department has set a target of constructing 2.96 lakh houses under the Ashraya scheme till March 2013. A total subsidy amount to each house is Rs 63,000 while the Centre grants Rs 33,000 subsidy per house, for construction of one lakh houses a year. The department has urged the Chief Minister to enhance the subsidy amount from Rs 63,000 to Rs 75,000 for each house, he said.

Government agencies released loans ranging from Rs 10,000-20,000 for the construction of a house for each beneficiary.

The Department has decided to build 2,000 houses in each legislative assembly constituency.

PROGRESS OF SCHEMES

Apart from Ashraya, Basava Indira Housing scheme, the Ambedkar Housing, the Indira Housing and the Vajpayee Housing scheme are some of the State-initiated housing schemes.

The Rajiv Gandhi Rural Housing Corporation Ltd (RGRHCL) recently conducted a survey through gram panchayats in the State. According to the study, 9.5 lakh families have been residing in huts.

It has been decided to take photographs of all the huts and connect them via global positioning system (GPS) so that reliable information on the location of each hut is obtained, officials said. During the last decade, the RGRHCL constructed 20,34,701 houses. Of them, 18,99,002 houses were built in rural areas.

Noting the progress of housing works in flood-affected north Karnataka districts, Mr Somanna said 35,000 houses would be ready for occupation before March 31. A total of 65,000 houses would be built for flood-hit families.
