The Tamil Nadu government has kick started its ambitious Monorail Mass Rapid Transit System (monorail) project for Chennai at a cost of Rs 16,650 crore for 111 km in the first phase.

The project will be undertaken under Design, Build, Finance, Operate and Transfer basis with the State Government issuing RFQ (request for qualification) from global players. The State-run Metropolitan Transport Corporation (Chennai) Ltd (MTC) will be the nodal agency to develop the monorail system.

In the first phase, the MTC has identified four corridors of various lengths and the monorail system covering 111 km. This means the cost per km will be Rs 150 crore. The government's final plan is to have nearly 300 km of monorail covering the Chennai metropolitan – that could cost nearly Rs 50,000 crore going by the cost for the first phase.

The Chennai metropolitan is to become one of the Mega Cities in the world with over 10 million population in next few years from the current 8.2 million. Various developmental activities in the CMA have attracted people to migrate from rural areas and also from various other States necessitating operation of additional Mass Rapid Transit System.

The four corridors identified by the MTC are as follows:

Corridor – 1 (54 km): Vandalur to Puzhal via Perungalathur, Irumbuliyur, Tambaram, MEPZ, Chromepet, Pallavaram, Pammal, Anakaputhur, Andarkuppam, Kunrathur, Kollacheri, Mangadu, Kummananchavadi, Karayanchavadi, Melapakkam, Paruthipattu, Govarthanagiri, Avadi Market, Avadi, Thirumullaivoyal, Ambattur O.T., Pudur, Pallikuppam and Surapet

Corridor – 2 (23 km): Vandalur to Velachery via Perungalathur, Irumbuliyur (East), Tambaram East, Camp Road, Kamaraj Nagar, Sembakkam, Gowriwakkam, QMC, Medavakkam, Pallikaranai, Narayanapuram, Kamatchi Hospital and Madipakkam Coot Road.

Corridor – 3 (16 km): Poonamalle to Kathipara via Karayanchavadi, Kummnanchavadi, Katupakkam, Iyyappanthangal, Ramachandra Hospital, Porur, Mouglivakkam Jn, Ramavaram, Nandambakkam and Butt Road.

Corridor – 4 (18 km): Poonamalle to Vadapalani via Karayanchavadi, Kummnanchavadi, Saveetha Dental College, Vellappanchavadi, Maduravoyal, Alapakkam, Valasaravakkam, Alwarthirunagar, Virugmbakkam and Vadapalani Bus Terminus.

Qualifying criteria

To demonstrate the technical capacity and experience, the applicant in the last three financial years preceding should have been awarded on a BOOT basis an urban rail project (that could be involving monorail, railway, metro-rail and / or tramway) with a minimum continuous route length of 37 km.

On the financial capacity, the applicant or the consortium should have a minimum shareholder's net worth of Rs 500 crore at the close of the preceding financial year.

As an additional criteria the bidder/bid consortium should establish and commission within a period of twenty four months from the date of award, a manufacturing / assembly plant for Rolling Stock for monorail in Tamil Nadu.

This undertaking shall be supported with an acceptable bankers performance guarantee for a sum of Rs 50 crore, the tender document says.
