Guidelines under the Results Framework Document to improve the efficiency of different government departments and evaluate their annual performances were released by the Andhra Pradesh Government here on Wednesday.

Chief Minister N. Kiran Kumar Reddy released the guidelines during the inauguration of a two-day workshop on the document here.

Broadly, the guidelines direct each department to prepare its own results-framework document at the beginning of the financial year, with the approval of the Minister concerned.

Based on the proposed budgetary allocations for the year, the drafts should be completed by March 5 every year and a review and feedback process carried out till March 31. The final version of the documents should be put up on the Web sites of the respective ministries by April 15 every year.

After six months, the results framework and the achievements of each department against the performance goals laid down will be reviewed by a high-power committee on Government performance, consisting of the Chief Secretary, Finance Secretary and Secretary Planning.

At the end of the year, all departments will review and prepare a report, listing the achievements against the agreed results. The report is expected to be finalised by May 1 every year.

The Chief Minister said although individuals do matter in the administration, it was a robust system that was key to achieving the desired results. Systems should be designed in such a way that the department’s functioning did not suffer with any changes in officers at the senior levels.
