Making clear its objections to the draft National Land Acquisition and Rehabilitation & Resettlement Bill, 2011, the expert committee on land formed by the West Bengal Chief Minister, Ms Mamata Banerjee, on Tuesday said that the government should not play a role in acquiring land for private companies.

The panel reiterated that under no circumstances will land be acquired for industry and also ruled out any “forcible acquisition of land” even for government projects.

Moreover, the State has reportedly pointed out that it is against the provision of the draft Bill that the acquisition will be valid if 80 per cent of the project hit families have consented to it.

The expert committee, headed by former land and land reforms commissioner, Mr Debabrata Bandopadhyay, has suggested that a majority consensus of the Gram Sabha is required before acquisition takes place.

The expert committee, however, is yet to decide on the nitty-gritty relating to the relief and rehabilitation (R&R) clauses in the draft Bill.

The committee has also held that the State government would not be involved in the process of land acquisition even if it is for a public purpose.
