The Government proposes to bring out an Annual Employment Report to provide annual estimates, which will make policy-making easier.
The Ministry of Statistics and Programme Implementation is working on the new mechanism, and plans to release the report annually for the country, and quarterly for urban areas.
“Until something is visible, it won’t be part of public discourse,” T C A Anant, Secretary, Ministry of Statistics and Programme Implementation and Chief Statistician of India, told Business Line .
At present, employment data is available through the Annual Survey of Industries and Annual Employment & Unemployment Report.
The other sources for assessing the labour force are the Census, conducted once in 10 years, and the National Sample Survey.
Labour Minister Narendra Singh Tomar feels there is no figure available for the total labour in the Centre or the States, be it the unorganised or organised sector, or even contract workers.
He said in a conference of State Labour Ministers that labour was our biggest capital and that all States must ensure registration of all workers.
