The State Government is planning to link land records to Aadhaar numbers to help identify actual owners of land.

The linking of the databases will be carried out by Department of Registration and Stamps, which is the nodal body for all land and property registrations in the State.

Inspector General of Registration and Controller of Stamps S. Chockalingam told Business Line that linking of the department’s database with the Unique Identification Authority of India (UIDAI) would prevent impersonations and other frauds, which occur especially when land transactions take place.

A majority of the stamp and property registration offices are carrying out digital land registrations. They also have biometric devices for capturing fingerprints. The department has the requisite manpower and the culture to work in a digital environment, which will help link with UIDAI, he said.

“We can connect to UIDAI within two weeks. Our protocol for connecting with their servers is ready,” Chockalingam said.

The Aadhaar number can potentially be inserted in 54 lakh property cards and 2.11 crore ‘7/12 extracts’ in the State, he added.

The ‘7/12 extract’ is the most basic land-related document in Maharashtra. The document is absolutely necessary for owning any parcel of land.

Frauds on the up

Due to the booming land and property prices across the State, land frauds have grown exponentially in the last ten years. The CAG, in its 2012 Maharashtra report, had pointed to several land frauds being perpetrated by a number of trusts.

A lawyer with a leading law firm said that due to the Aadhaar number, it would now be possible for the Sub-registrar of the department to accurately certify land transactions, identify the parties involved in the transactions and ensure that the transaction is authentic.
