A Plan outlay of Rs 23,000 crore for Madhya Pradesh for 2011-12 was approved by the Planning Commission on Tuesday.

The decision was taken after a meeting between the Deputy Chairman, Planning Commission, Mr Montek Singh Ahluwalia and Chief Minister of Madhya Pradesh, Mr Shivraj Singh Chouhan.

Briefing the commission on the Plan performance, Mr Chouhan said the State was all set to meet target for the 11th Plan. Expenditure realisation was going to be over 100 per cent and outstanding liabilities were likely to decline from 36 per cent to 32.11 per cent.

Mr Chouhan sought the Planning Commission's support for creation of additional storage capacity and inclusion of 11 more districts in the horticulture mission.

In his comments on the State's performance, Mr Ahluwalia said the State had been performing well. He said positive indications were there but the pace needed to improve.

He said the Commission was finalising approach to the 12th Plan and State governments should come forward with suggestions that would help in filling the gaps in the growth process and improve implementation.

Madhya Pradesh's gross state domestic product in the first three years of the Eleventh Plan period stood at 7.6 per cent.

The share of the agriculture sector in the State has reduced from close to 30 per cent in 1999-00 to about 22 per cent in 2009-10. There has been only a light variation in the share of industry over this time period, retaining its share at about 24-25 per cent between 1990-00 and 2008-09. The share of the services sector increased by about 6 percentage points from about 46 per cent in 1990-00 to 52 per cent in 2008-09.

The Commission drew the State's attention to the poverty estimates made by the expert group which put number of people below poverty line at 49 per cent in the State.
