A monitoring system would be put in place in the State Planning Board and various departments in the State Government.
This is being done with a view to ensuring proper execution of all Plan programmes in the State.
A decision to this effect was taken at a meeting of the full board of the State Planning Board held here.
Chaired by the Chief Minister, Mr Oommen Chandy, the meeting put under review the implementation of Plan programmes in 2011-12.
The meeting felt that the implementation schedule left a lot to be desired, an official spokesman said.
Utilisation of funds might have been to the extent of 88 per cent during the period, but all departments had invariably bunched expenditure towards the last quarter.
Dr K.C. Joseph, Minister for Rural Development, informed the meeting that local bodies would start following the five-year Plan system from this year.
Annual Plans have been the norm until now. Details of works to be undertaken would now be spread over the next five years, the Minister added.
