With large-scale land allotments, particularly to some IT firms and some developers, creating a flutter in the Assembly and outside, the Andhra Pradesh Government has directed Chief Commissioner of Land Administration (CCLA) to review land allotment policies of various Departments.

On Friday, Principal Secretaries and other top executives covering Information Technology, Tourism, Energy, Hospitality and Industry have gathered at CCLA's office to review the respective policies.

It all started with last month when IT Ministry hinting that it might take to task at least three companies, Stargaze of Raheja, Indu Tech and Brahmani Infra for failing to achieve milestones in the IT Parks (with SEZ tag) they were allotted to.

SEZ LOGJAM

In a similar development, APIIC (Andhra Pradesh Industrial Infrastructure Corporation) issued a notice to Infosys, asking it to submit a status report on its SEZ project. Interestingly, the IT Ministry has a different view on this.

“They (APIIC) should have written to the Government if they found any deviation. We are of the opinion that they (companies) should be given more time. The SEZs have just begun to evolve and we need to be considerate,” a top official said.

Though 56 SEZs were approved in Andhra Pradesh in IT-ITES sector, only 43 were notified in the gazette. “Of the approved SEZs, 18 are in the Government sector, 28 in private sector and 10 are in the bracket of major IT campuses. Companies had invested Rs 4,286 crore on developing SEZs as on July 2010,” the official said.

Andhra Pradesh bagged good chunk 353 formally approved IT, ITES SEZs in the country. Of the 224 gazette notified SEZs, the State was allotted 43. After two years of allotment, only 17 SEZs are found to be operational. The opinion is divided in the Government on how to address this.

The Government has also begun issuing notices to companies that promised to set up units in the Fabcity but failed to do so. Notices had recently been issued to eight companies.
