“Real development can happen only if funds apportioned for CSR (Corporate Social Responsibility) activities reach the needy. But lack of social audit on utilisation of such funds has made it very easy for public sector enterprises to misuse funds earmarked for CSR,” said Coimbatore Consumer Cause, a public awareness and advocacy forum.

Stressing the need for evolving a mechanism for conduct of social audit of CSR funds, K Kathirmathiyon, Secretary, Coimbatore Consumer Cause, suggested that at least 80 per cent of the funds should be given only to public institutions such as panchayat schools, hospitals and primary healthcare centres for building infrastructure.

The forum noted that the deciding authority disburses CSR funds as per his or her discretion and truly deserving cases are often ignored.

“Basic norms are violated; no proper appraisal is done to assess the need,” Kathirmathiyon said.
