The Congress has appealed to Telangana Governor ESL Narasimhan to direct the TRS Government to form a proper Cabinet immediately.
In a letter to the Governor on Tuesday, Congress national spokesperson Dasoju Sravan alleged that the ruling party had violated Constitutional norms by not having the minimum prescribed number of Ministers in the Cabinet.
After winning the December polls, Chief Minister K Chandrasekhar Rao took oath along with Mohammad Mahmood Ali.
Quoting Article 164 (1A) of the Constitution, the Congress leader said the total number of Ministers, including the Chief Minister, shall not exceed 15 per cent of the total number of legislators in the Assembly, provided that the number of Ministers is not less than 12.
Besides, the only Minister in the Cabinet, Mohammad Mahmood Ali, has been given four portfolios of Home, Stamps and Registrations, Relief and Rehabilitation, and Urban Land Ceiling, with the Chief Minister retaining the remaining portfolios.
“There are as many as 33 departments and 289 organisations in the State government. It is humanly not possible for one person to make decisions and monitor their execution,” he pointed out.
“Without a minimum number of Ministers, we are not only curtailing the functioning of the government, but also doing a disservice to the people, who participated in democratic elections,” Sravan said.
