The death of rape accused Ram Singh is a major lapse of the Prison Department, Home Minister Sushilkumar Shinde has said.
Shinde said a Magisterial inquiry has been ordered and the truth would come out in the report.
A note on NCTC was being sent to the Cabinet, the Home Minister has said.
