For its bi-annial investors’ summit, Vibrant Gujarat Global Summit (VGGS), the Gujarat government will have Dholera Special Investment Region (SIR) as the key attraction for the industries and residential projects.

At the global business summit to be held in Gandhinagar in January 2019, Dolera SIR will be showcased as the next generation industrial hub to attract land-intensive investments — such as from defence, aerospace and heavy engineering sectors.

Earlier, international players such as Lockheed Martin and Airbus had expressed their eagerness to set up operations at Dholera SIR, which will be developed on a total area of 422 sq km, of which initially, about 22.59 sq km area is identified as activation area.

“This time, the focus of Vibrant Gujarat Global Summit will be on Dholera. We are getting overwhelming response from private players. We are in talks with some leading private players in the defence and heavy industries, who will make announcements sooon,” MK Das, Principal Secretary, Government of Gujarat told BusinessLine .

A series of infrastructure projects including 1,000 MW solar power plant, Ahmedabad-Dholera Express Highway, Dholera Airport are under process besides an Administration and Business Centre at Dholera site.

Equity sharing

According to Managing Director of Dholera Industrial City Development Ltd (DICDL), Jai Prakash Shivhare, the development work on roads and building at the site has already started, while the work for Dholera airport will commence in November. DICDL is a joint-venture between Government of India and Government of Gujarat with 49-51 equity sharing.

“All the necessary approvals are in place for the airport. While in-principal approval is also received from the Ministry of Civil Aviation. Airports Authority of India (AAI) is the 51-per cent equity partner in the airport, which will cost roughly about ₹2,000 crore,” said Shivhare adding that the airport will have two runways with full taxi-way.

Out of the 5,000 MM solar power park that is planned to light the SIR, tenders for first 1,000 MW project will be out within a month.

Country’s first ‘Platinum’ tag city Indian Green Building Council (IGBC), Dholera will use clean energy sources and also recycle solid waste. While the city will use Narmada water, it will have GSPC Gas as gas supplier.

The first phase of Dholera SIR, costing roughly about ₹4,400 crore towards infrasturcutre development, will have 52 per cent area under industrial zone, while 28 per cent under residential.

"The work at Dholera is progressing as per the schedule. About ₹2,800 crore worth of project work for roads and utility development has already been awarded," said Shivhare.
