A solution to corruption can to be to recruit to Group ‘C,' says S. S. Radhakrishnan in A Prescription for the Second Independence Movement ( www.gggindia.com ).

He rues that we have, among us, the outdated legacies of the colonial period, the practice of Group ‘A' Civil Services, and questions the wisdom of placing youngsters above a large number of competent and dedicated civil servants in the Group ‘B' and ‘C' cadres.

To those who wonder how it would help if the direct recruitments are only to the Group ‘C' level — for example, to the rank of the Inspectors, Preventive Officers, Examiners, etc. — the author's response is that a system of direct recruitment to Group ‘C' level will enable the functionary to have an in-depth training at the grass-root level of the government activities.

“The suggestion is that a fresh recruit, after a period of two years training, should have a term of at least two years' posting as a Group ‘C' officer. Good conduct and good performance, he should know, will bring him an upgradation to the Group ‘B' post. A 3 to 4 years' tenure at that level should make one ripe for a Group ‘A' post.”

Such a deployment at the start of one's career, in the author's view, will enable the incumbent to dedicatedly strive for excellence.

It can also act as a great check on the breeding of corruption; for, the distanced deployment from the seats of responsibility and the want of motivation greatly contribute to corrupt practices.
