The Rajya Sabha was disrupted for the third consecutive day on Wednesday as the Opposition questioned the Centre over the Citizenship Amendment Bill and the implementation of a new roster system of reservation in universities.

The Opposition members trooped to the well of the House and argued that the new roster system provides reservation department-wise; therefore, it is anti-reservation. They said it will reduce the number of teaching positions that could have gone to scholars from reserved categories.

They demanded that the earlier system of reservation in the total number of vacancies available in universities must be continued.

The Opposition members also raised questions on the Citizenship Amendment Bill and argued that the entire North-East has witnessed protests. They said the Bill must be withdrawn. As ruckus continued, House was adjourned till 2 pm and later adjourned for the day.

On leave applications

Meanwhile, Chairman Venkaiah Naidu, while deciding on the leave application of Kerala Congress MP Jose K Mani, said a member has to give a valid reason in the leave application. Mani had requested leave, citing his pre-occupation with party work. “Any member writing to the Chair, seeking permission to be absent from the House, has to state a valid reason. Leave on health grounds are considered positively,” Naidu said.
