PAN-CITY PROPOSALS

Estimated Cost ₹157.5 cr

Over five years, diesel auto-rickshaws to be phased out and replaced with GPS-enabled e-rickshaws to reduce congestion and emission levels. The e-rickshaws will be bank-financed and the government will stand guarantee with private lenders who provide loans. The other key proposal focusses on strengthening ongoing GIS-enabled e-governance initiatives to levy property tax by integrating multiple citizen services. There are also plans to set up additional payment kiosks. This is expected to help streamline property tax collections and bring in transparency.

AREA-BASED DEVELOPMENT

Estimated Cost ₹891.8 cr

About 790 acres in the commercial centres of Ghumar Mandi, Sarabha Nagar Main Market and Feroze Gandhi Market will become a ‘model bicycle city’. The redevelopment and retrofitting plans will also includes areas such as Jawahar Nagar Camp, Ludhiana Railway Station, Chaura Bazaar and the old city. New urban design guidelines will be drawn up. Plans also envisage streetscape improvement, footpaths and dedicated cycle paths, and establishment of night shelters for the homeless. Car-free zones and noise-free zones will be created.

FUNDING OPTIONS

₹1,000 crore as equity investments from the Ludhiana Municipal Corporation and the Government of Punjab through the special purpose vehicle (SPV); ₹187.5 crore from convergence with Central and State schemes; and ₹3.7 crore from PPP partnerships.
