New liquor retail outlets under the Andhra Pradesh Government excise policy for 2015-17 will be selected through a draw of lots with a fixed licence fee based on population in case of corporations, municipalities, towns and villages.
The new licence will be valid for two years from July 1, 2015 to June 30, 2017 and 10 per cent of the outlets will be managed by the State.
Kollu Ravindra, State Excise Minister, said the policy has been designed in such a manner that there is no scope for violating maximum retail price (MRP) norms. The government-run outlets will make sure that the recommended prices are charged.
The government has decided to give permission to 4,380 retail shops, out of which about 10 per cent will be government outlets.
Close monitoring These government shops will be located in such a way that it would be possible to keep tabs on the MRP and also closely monitor violations by private outlets, if any, he said.
The Commissioner of Prohibition and Excise has permission to grant the privilege of selling by shop to Hybrid Hyper markets.
The licence fee for different population slabs has been fixed, starting with ₹30 lakh for a population of 5,001 to 10,000 and up to ₹65 lakh for ₹5,00,001 and above.
Ajeya Kallam, Special Chief Secretary to Andhra Pradesh, has notified the policy and various rules governing the award of licences.
